Adv. Seema is an advocate of the High Court of South Africa and Lesotho. He has been a legal practitioner for 12 years with broad experience in digital rights, human rights, environmental rights, and social justice. He has led various regulatory development and enforcement initiatives in South Africa, Botswana, Namibia, Lesotho, and Kenya.
He has been pivotal in negotiating industry-wide commercial agreements between corporate entities, the Government, and segments of the South African citizenry. Key to note is the first industry-wide Agreement for the use and beneficiation of resources between Nestlé and traditional knowledge holders in South Africa, overseen by the South African Government through the Department of Environmental Affairs.
Since joining the .ZA Domain Name Authority and assuming the role of Executive Manager for Regulation and Compliance, he has contributed to negotiating the industry-wide Agreement to appoint the current commercial registry operator under the .za namespace. Adv. Seema drafts and vets regulatory documents, participates in and facilitates consensus-building through strategic stakeholder partnerships, and has represented ZADNA and presented in national, regional, and international forums such as the South African Internet Governance Forum, the Internet Corporation for Assigned Names and Numbers and the International Telecommunications Union.
He oversees the .za namespace compliance function in line with relevant legislation, published Second-Level Domain policies and procedures, and related Charters. He serves as a member of the Domain Name Abuse Working Group and the Institute of Directors South Africa.
